Based on pedigree, Microsoft has the least chance of winning. It would be purely based on something thats outside of themselves like a third party exclusive or Sony and Nintendo slipping on closing on their expected performance. Based on their silence they have the highest chance of surprising even non believers because their standards are lower.

But all of that speaks to why they have the best chance......heck if expectations are already low for their conference then they have a shot at surprising everyone.....if they play their cards right and make the correct game announcements and Scorpio price reveal.

Chance is probability based on ability. The higher your ability ...the greater your chances. So based on that...i would say Microsofts chances are actually lower based on pedigree compared to their competitors.
IE:
Microsoft is well known for making great UI; therefore, its safe to say they will have a great UI next gen.
When it comes to game development, their internal development has always been based on publishing other peoples games and or acquiring said games (like Halo or Gears). Thier only known internally made game that they made from scratch this gen was forza. They cannot replace Halo or Gears hence why they scrapped Black Tusk and made the coalition.
Its safe to say that everyones expectations for Microsoft are so low that they would have the greater response if they follow through based on the element of surprise. If Microsoft does not capitalize on the element of surprise, they might as well prepare themselves for next gen early.
Having the element of surprise doesnt mean they will beat their competition at E3 though. They would have to produce a killer app that is better than what Nintendo or Microsoft could ever offer. If Nintendo shows off the new Pokemon game for the switch ontop of Mario Odyssey gameplay..everyones minds will explode and if Sony show off anymore hot new IP's, then this generation is over. Sony wouldve sealed this year and next year, because once their first and second party gets ramped up, its pretty much done. Thats how they caught up to the 360. No one learned their lesson from last gen. Sony redeemed themselves for a bad launch and Microsoft was running out of third party to beg for games.
