The screenshots are in-game, taken in PhotoMode (which is nothing but the shot you take while positioning the camera after pausing the game). Yes, it actually looks like that.

In photo mode, exactly. When it only renders that small fraction of the world you're standing in and nothing is moving.
Try moving the camera back 1000 feet and taking a shot of something that wasn't in the scene when you entered photo mode.
If you seriously think photo mode is the same as an in game, real time screen shot then there is no point in continuing this conversation.
I will post my screen shots of TW3 but it's clear you are just very excited about this game (which you should be as it looks great for a console game), and don't really understand how certain aspects of video games work.
