We see that a lot with Microsoft franchises. Halo is no longer made by Bungie and Gears of War is no longer made by Epic games. The Forza games are also made by a new studio. Fable 4 will probably be 900p 30 fps on xbox one and 4k 60 fps on Scorpio and PC Spring 2018!

a Fable 4 would be very differnt from the fable legends thingy they where working on so they would need to start from the start/scratch.
It takes 3years (or more) to make a game like fable from the ground up.
Its just not possible to have a new fable in 2018, unless they have been working on it already for a year or so, without anyone knowing.

Yeah if the studio is brand new, it can take up to a year just to set up a new studio, form the team, and get pre-production rolling. 4 years would be more likely I'd imagine, 3 years would be quite fast.
Look at the average development time of some big new titles this generation, most take in and around 4 years - Until Dawn, Sunset Overdrive, The Order 1886 etc. Unless they hand it over and outsource to an experienced existing studio, I'd say late 2019 at the earliest is a safe bet.
