That doesn't really work with RPGs at all

Exactly.  Speaking of Star Ocean...

Its enough if its a shooter or a battle arena game. An RPG, adventure or action game requiere a lot more.

not really though, if the first hour of Zelda or Chrono Trigger were bad then that would be a fairly telling sign. Almost universally speaking good games are good from the start

bear in mind the developers are generally going to put more effort to the beginning than anything else after all, and at times rush the endings of games

Not true. Xenoblade Chronicles X for instance the first hour is just the intro of the game. Persona 4 doesn't get started until you are like 3 hours in. If you are playing Gunblade or Dynomite Deka 2 well then an hour you can beat them. It totally depends on the game. Instead of an amount of time it should be based more on percentage. Let's say 40-50% of a game. By that time you should have the gameplay down and a good idea where the game is going.

but the first few hours of Persona 4 isn'T BAD. If a game's start for an hour or two is literally not fun then that is pretty telling

Yes, I despise the modern Deus Ex games.

Deus Ex (2000) - a game that pushes the boundaries of what the video game medium is capable of to a degree unmatched to this very day.

naw, I have played too many games that I did not care for at 1st but grew on me as I went along and about 10+ hours in I was in love.

Tales of Graces F was a big one like this for me. The 1st 4 or 5 hours were meh.

Depends on the game. The first hour of a lot of good rpgs usually sucks

So Deus Ex is the only game in existence that takes a bit to get going.

Usually I can tell within the first seconds if the game is any good.
