Unfortunately probably true. Games cost more develop these days, but the equalizer could be that if NX is a unified platform, that means all Nintendo fans are in one place instead of 80% not owning the console.
Look at the business metrics for making a "big budget" game like Xenoblade or Zelda ... 80% of Nintendo's own fans didn't buy a Wii U.
So at least maaaaaybe if NX is a success they can finally have their portable fan base (which is the bigger one by far) but have them be able to play all their "big" games.
That's also probably a big reason why Nintendo is going hybrid, I imagine their business department was not happy with many of their bigger/most expensive games being locked off from the majority of their audience. It's kind of an insanely stupid business model if you really think about it. Imagine Disney spending $200 million dollars on a Star Wars movie that could only be shown in ... Asia for whatever reason.
Nintendo pays more to develop console games, only to sell it to 1/4 the audience. That's basically been the ratio of 3DS to Wii U and GBA to GameCube, Wii closed the gap, but even with the other of all controller crazes, the DS still outsold the Wii by a significant margin.
