based on what would you suggest developers aren't expecting the NX to have a big userbase? Its a hybrid console that leans towards handheld (if the rumors are to be believed) and all Nintendo handhelds have large userbases.
3rd parties are also generally pretty supportive of Nintendo handhelds, even some bigger US ones. IN the past they have been somewhat limited graphically in terms of ports though, and if the NX is in fact not far off from the current gen competition specs then I could easily see big third parties putting games on it, especially if porting is easy.
Hell they're still porting games that are specifically made for PS4/XOne onto PS3/360 so I think its safe to say they would strongly consider the same for the NX if its graphically an easy thing to do. The third parties haven't been strongly supportive of Nintendo recently but then again Nintendo hasn't really cared to attempt to cater to them. Literally the Wii U supposedly is HARD to port to. Its not rocket science why they don't come when its a poorly conceived system that's actually a decent amount of work to port a game to
the NX is new territory and I do believe to an extent that the developers are uncertain about how strongly they'll get involved for the simple fact that barely anything has been released regarding the system, its final specs, and to what extent it will be a handheld or home console

I would absolutely love it if I could continue playing Elder Scrolls VI while I'm on the go - that would be awesome! So I hope you're right in being slightly optimistic =)

The only Bethesda game I remember owning on a Nintendo Console was a Star Trek game for Gamecube.

Reading it again, he does say he sees no reason their games wouldn't be on it. It's just too early to say. He also mentions mobile, so there is that reference again. I think basically he needs to see the final specs, and how the market reacts to it.
