Should completely have to do this, you know especially right now since the forum isn't exactly bursting with real new users, I think that most new users on here are just returning banned people, you can see it fairly early with doing things like imbedding multi quotes or users/videos on accounts with less than 10 posts, that isn't something you learn right away with posting, especially not on vgchartz forum code.

It might hinder new registers as well. If the forum and site doesn't grow it could cease to exist.

It would hinder it but not to the point of being deal-breaker. Users who want to still participate and be good contributors of this site won't mind waiting 24 hours, as annoying as it would be. People who would only want to cause chaos will get bored easily if they have to halve their trolling time that much. Heck, NeoGaf drives a lot of discussion and it does grow despite having one of the worst registration systems ever conceived.
A delayed new user is eventually good, but a rushed newcomer is forever bad.

Hey now, I'm curious now. I want to know what secret would that be. 
The best way to trust someone with a secret is demanding that person share a secret of his own as well. That way he won't say it to no one since you could do the same with his!
