Like if anyone wasn't aware of it, but Ubi won't care until people keep buying their games, I mean look at Watch Dogs' sales, do you think they really care about the reviews/fans when it sold THAT well ? heck they probably had a profit even from the Wii U version...

Even on the best possible pc setups the games never looked like they showed them, ubi soft has gotten away with it many times but after there games not only looked bad but also played bad (assassins creed unity, watch dogs) obviously everyone is going to be mad.
Nothing we can do but not pre-order there games, expect that games presented will look worse, and only buy the games that turn out to be fun.

Nothing new. This type of "marketing" has been happening since the PS2 reveal. Everyone seemed so sure it would pull off Toy Story level visuals.

For the case of Watchdogs,
"One thing to remember is that the first showing of Watch Dogs came in summer 2012, before anyone knew what the Next Gen of consoles and hardware would be. We did our best at the time to predict what that would be and always were forward that this first showing was running on a very powerful PC.
For Watch Dogs 2, we are in a much more predictable context. We have been developing the game on our target platforms from the beginning. "

I suppose, the PC version was held back because of consoles. They didn't wanted these game to differ too much.
Also.. Rainbow six is probably the game with hurt the most after the downgrade. It's a totally different game.

I don't buy their games anyway. I can't remember the last time I bought an Ubisoft game.
Not really news to anybody at this point is it?
Also, while Ubisoft have certainly had very obvious and blatant issues with downgrades in recent history, let's keep in mind that this kind of thing can happen with a lot of games/developers, and it's not like they're necessarily trying to dupe people into thinking their product looks better than it actually does. In most instances I'm sure this is simply a result of publishers forcing devs to show off their devs games way too early, at a stage where the team is high on ambition, and low on actual content produced/finished, so it's probably easy for a team to get lost in their own hype so to speak, where they think oh ya we're totally gonna be able to ship with this in the game, and these features, and it's all gonna be crazy detailed, etc, etc. Then as they get further along, the reality of the situation starts to set in and things have to be scaled back for various reasons. Hardware, deadlines, budget....whatever it is.
So ya....even though this is happening a lot with Ubisoft lately, and they're wearing rather thin on customer trust, I don't really like this notion that they're intentionally setting out to deceive people. Publishers just need to stop showing off games 2-3 years before they're ready, and then things like this won't happen.

I've boycotted all Ubisoft games for a few years now until they shove uDontPlay where the sun don't shine.
It's so horrible. x.x
The downgrades have been common knowledge for awhile now, graphics don't seem to be all that important to allot of gamers as long as the game is good and they can play with mates.
I actually like EA more than Ubisoft. Heck even Activision.

I don't have a Uplay account and don't think I've purchased a Ubisoft game in year but this is all mainly due to lack of interest in what they offer, none of them appeal to me.
Yet what confuses me from watching that video is how they purposely added certain stuff to the games (like areas to explore) and went out of their way to block it off instead of just leaving it there just redundent. Seems odd way of doing things.
Hmm, pie.
Ubisoft made some good games that I enjoyed this gen. Child of Light, Rayman Legends and Zombi U were all fun. I wish they didn't pull off all the downgrade stuff though. If they didn't people would have lower expectations and might enjoy their games for what they are.
