Remember when Kamiya said they'd love to work on Star Fox? They were already working on Star Fox. I think the same thing was done when talking about Bayo in Smash. He said he would love if that happened, and I'm willing to bet it was already in the works.

I can't say for sure an exclusive, but I'm willing to bet if he's mentioning it, it's already in the works.

Just to be clear: SEGA is the owner of the Bayonetta license, not Platinum, not Nintendo, and they would not make same choice they did previously. THEY would fund and publish the game.
