Maybe they didn't want to push their luck by announcing another violent game so soon after the Orlando shootings. If the game is announced in the next few weeks, we'll pretty much know that the announcement was delayed.

And that would be why we didn't see any violent game at E3 ? :/
It's not like they were gonna promote another GTA, but a Far West game. And they DID show Mafia 3, a very violent game.
So sorry, but that doesn't really all add up as well as you say
