Since the Neo announcement isn't at E3, I think it would be wise of MS to not talk about Scorpio. Don't want to give Sony a chance to upgrade the Neo. Better to announce Scorpio next Spring followed by a full reveal at E3 2017, by then Neo will have already released probably so it will be too late to upgrade it to match/exceed Scorpio.
Xbox is gonna play Chess this time, they have no VR to develop for prove its existence. They can launch Scorpio as far as they can and focus more on core games. Gamers will notice the shift of game types.

Leakers seem to suggest they'll talk about but not show it, I assume they will just hint at it but they won't go into details like specs or anything, maybe hint at the future of Xbox during the conference and details later like you say.
I wonder if they'll announce it at their hardware event? rumours are that Surface Pro 5, Book 2 and Surface Phone will be next year, could announce it with them then go into much more detail at E3.
They can show it off with Kung Fu Chaos 2 and Lost Odyssey 2

E3 starts tomorrow. Woo! Can't wait to see BF1, TF2 gameplay, Mass Effect Andromeda, maybe a revival of Star Wars 1313. Not too excited for Bethesda as I generally don't care for their games (FO4 being the first one I actually liked)
With sony hitting a wrong direction for me with the mid-tier upgrades I am hoping the future for Xbox looks different, I would definitely switch sides if they offer a solid new console and not a half baked sort of upgrade. Here is wishful thinking!
I just want to see some BF1, Titanfall 2, Madden 17, Mass Effect, and some new vault games from EA.
As for Bethesda I'm just interesting in Fallout, The Elder Scrolls series.
