Let's say Nintendo pulls off their Nintendo move and makes the NX weaker than the PS4- that wouldn't help them, that would only increase the price of the CPU/GPU's.

i may be wrong, but choosing outdated software that's low in stock(and met with high demand for the NX) will only increase the price for the NX's technology.

Going with decent hardware that is widely available for the consoles would make it cheaper for the NX to be made. Also, hearing the rumours about another potential controller with a screen, they won't have to worry about increased prices if they leave it as an accessory that isn't required. It should be like the Wii U pro controller, where it'll simply be a more comfortable way to play video games.

Unless it has new IP's, i really do not care what it is.

The price of the technology involved wouldn't be so different as to make a big difference. It's not like that kind of technology is in extremely low stock. That, unless they chose to go a significant amount weaker than the specs of the PS4. But that's suicide.

It's Nintendo. Honestly I'll be reasonably satisfied if it's as good as the vanilla PS4, forget PS4K.

Not unless they make a handheld with graphics that looks better and have better physics than real life.

This is the first gen we've ever seen consoles as PCs. I don't think that cost is the only deciding factor when picking an architecture, whether or not it's custom.
