Most developers use engines such as Unity, Unreal, Source, etc. where switching between PS4's API, XB1's API, Vulkan, OpenGL, DX11, DX12, iOS, Android is one button press.
You'd have to be insane to try and make your mobile game starting from raw Vulkan code.

Sony for mobile devision.
Microsoft isn't member of the Vulkan group but WebGL.
Apple is member of OpenGL and OpenGLES group.
Nintendo IS member of the Vulkan group.

Sony has no need to control the standard for OpenGL ES since they are not the ones writing the drivers for it ...
Your second line makes absolutely no sense since ANY Khronos contributor like Microsoft has VOTING RIGHTS in all of their technology ...
Apple doesn't care about the Khronos group anymore since they have their own gfx API ...
Nintendo is a member of the KHRONOS GROUP, not the Vulkan group ... (Big difference there)

When I write Vulkan group I mean Vulkan Work Group those who are in charge of the standard. Being a member of the Khronos group doesn't mean you're involved in every technology they own.
Microsoft aren't doing any vulkan work. The only reason they are member of the Khronos Group is because IE and Edge use WebGL in their Javascript API and they have an interrest in the standard.
Apple are still on the work groups but yes they don't really do much anymore. They were actually part of the Vulkan Work group to begin with which you prob. know but departed before it really started.
I guess you're discussing semantics when you say Khronos group vs Vulkan group but Nintendo are part part of the Vulkan work group.

Sony is a member of the Vulkan working group but you don't see them using it on the PS4 ...
I still stand by the belief that Nintendo will not use Vulkan, period ...
