Most developers use engines such as Unity, Unreal, Source, etc. where switching between PS4's API, XB1's API, Vulkan, OpenGL, DX11, DX12, iOS, Android is one button press.
You'd have to be insane to try and make your mobile game starting from raw Vulkan code.
