You can ask the same question as to why Sony, Microsoft, and Apple are even there ... 

Sony for mobile devision.

Microsoft isn't member of the Vulkan group but WebGL.

Apple is member of OpenGL and OpenGLES group.

Nintendo IS member of the Vulkan group.
