Quantity over quality is almost never a good thing.

If the quality stays high then sure. More good games the better.

Through my experience I disliked EA's NHL annual games. Tried to be a supporter from NHL08 up to NHL13. From the beginning it started off with many bugs and missing features, and each year they slowly fix the bugs but add new ones in later so it becomes a non-stop cycle. It's like they sometimes don't care if their game has bugs because they say they'll just fix it for next year's version.
I can see the bugs and stuff but the quality usually is pretty good. Imo at least. CoD and Pokemon usually don't have bugs though right..? I guess I never got CoD day one so it could be that it's all patched by the time I get it.

The problem people have with COD is the game itself, not so much that is an annual franchise. COD is now a franchise for - very simplistic - online playing, not saying that's a bad thing. It just doesn't resonate with everyone. Back in the day it used to have pretty good offline content as well.
Makes a $60 purchase seem less worthwhile when I have to fork over another in just a few months. And in the worst cases, sports games, where years ago the excuse was updating rosters, which is no longer the case. With many of these games they simply switch around the menus, swap features between modes and add a new soundtrack and slap the next year on the cover.
"You should be banned. Youre clearly flaming the president and even his brother who you know nothing about. Dont be such a partisan hack"
It's pretty much as pokoko said. Also, with annualized franchises there is very little improvement between each new entry.
A combination of fatigue and low quality because most of those games are rushed.

It's an issue of negative influence to other developers and of course the developers that are already doing them. It's simply about guaranteed sales from a winning formula..no matter how many times that winning formula is used and never evolved. It's kind of like cheating in a way, only other developers get hurt from trying new things. A lot of times people only like to buy what is guaranteed, and thus new ideas from developers are looked down upon often.
