It did seem like Raven had more votes than 17 based on looking, I thought Raven had won too but I didn't count...

Looking back at the thread, despite weather or not the vote closed, I honestly say let it count and give the win to Raven. It's honestly not that big a deal, and I'm sure both Raven and Wright would want the other to win anyway.

No but it's a VGC user tournament. So the users of VGC should pick the winner. Not a random website...

it was 19 to 19. A tie according to the users of VGC. Another user voted Raven. Therefore, if only one goes through, it should be Raven.
