This is very odd because on none of the devs or publisher's actual websites does it mention anything about that game coming to xbox platforms. 

Here's the supposed dev on that worked on it mentioned here that I found by clicking on the preorder link on the website you linked. The devs website, http://www.gpcgames.com/ qbert is not one of their games they worked on.

There's not anything in their news or blogs sections or anywhere about q-bert being on the xbox one.

Qbert kind of falls into the same grey area, since it was on many platforms before, so Qbert doesn't seem like a stranger to the idea of going to other platforms. Other than that, I don't really see that situation happening that much.

Well I think the primary reason Minecraft is staying multiplat is the profits on other platforms are amazing and its not the kind of game that can move a significant amount of hardware in my opinion. If Minecraft isnt on a platform then a dozen clones appear as well.

I cant think of any reason why Sony wants Q Bert on Xbox. It just seems like a test to me.

Yeah, I agree with that as well on MC staying on other platforms.
