Not always, but in 95 - 99% of the multiplatform games of the last decade.

I do get most of the multiplats on PC too (because they're cheaper) but it's not like the PS4 version of those games are that far behind.

The PS4 versions are not yet that far behind a decent gaming PC, but the gap will widen over the years.
Just look at some of the best multi-platform games of the 7th gen:
- You can play Mass Effect 1, 2, 3 in 1080p/120fps (or 1080p/3D or 1440p or 4K) on PC, the best console versions are stuck at 720p/30fps
- You can play Oblivion and Skyrim in 1080p/120fps (or 1080p/3D or 1440p or 4K) and crazy mods on PC, the best console versions are stuck at 720p/30fps
- You can play Fallout 3 and Fallout New Vegas in 1080p/120fps (or 1080p/3D or 1440p or 4K) and crazy mods on PC, the best console versions are stuck at 720p/30fps
- You can play GTA IV, TL&tD and Gay Tony in 1080p/120fps (or 1080p/3D or 1440p or 4K) and crazy mods on PC, the best console versions are stuck at 720p/30fps
- You can play Batman: Arkham Asylum and Arkham City in 1080p/120fps (or 1080p/3D or 1440p or 4K) on PC, the best console versions are stuck at 720p/30fps
- You can play Assassin's Creed 1, 2, 3, Brotherhood and Revelations in 1080p/120fps (or 1080p/3D or 1440p or 4K) on PC, the best console versions are stuck at 720p/30fps

The same will happen to 8th gen titles in the next years, and you don't have to pay again for a remastered version to get a better graphics (higher resolution or maxed out effects or better antialiasing or better textures or inofficial VR-compatibility) or crazy mods or additional fan-made content. When you upgrade your PC-hardware, you don't only make it ready for the newest games, most of your older games get better also.
