WiiU had 80% online connectivity in 2013. It's probably quite a bit higher now (and thus likely for PS4 and X1 as well), but there are still quite a lot that won't have it connected to the internet. Now remember that WiiU has free online gaming and PS4 and X1 haven't.

So if you don't use streaming services on your console and don't have a PS Plus or Xbox Live subscription for online gaming, there aren't a lot of reasons to connect them to the internet.

People who buy them for their kids and don't want them or don't even know its internet capable, There is probably a few million consoles out there across PS4, X1 and WIi U that have and never will be connected to the internet.

Again you're missing the part where it says "monthly active users".
That doesn't mean that those people never hooked it up to the internet. The people that aren't included in the 18m number just weren't online with them during December.

You should've seen last gen. The number of offline console users was higher than the current userbase of the PS4.

You are kidding, right? There are a lot of reasons to connect your PS4 or Xbox One, even if you don't want to pay for XBL Gold or PS+ or PSNow:
Download-only titles (f.e. Ori and the Blind Forest), DLCs, friend lists, messaging, patches, demos, achievement/trophies sync, save game backup in the cloud, BC of 360 titles, Netflix/Amazon Instant Video...
Well for the sake of console wars I'll say it's 18M dead so 2:1 against PS4, correct it VGC and take 1.5M of X1 sales and improve PS4 marketshare...
Now on serious note, that indication is not helpfull at all.
