Basically, with the data packs installed on your hard drive, (but still playing the disc version) load times for fast travel and loading a file are 10-14 seconds faster than just running from the disc.

That's not too bad, I can wait ten seconds no problem. I don't have much open space on my hard drive anyways.

That is not too bad tbh it wouldn't bother me playing it without the packs, but I already downloaded the packs, cause hard drive, so 10 gb is no big deal

Unfortunately this doesn't show the pop up difference, which is the what the packs affect mostly.

I have seen videos demonstrating this, from the Japanese launch, but I can't seem to find them now. Will update the thread (or if it's a while from now, make a new one) if and when I find a good comparison for ya. :)

They are optional, not required.

They make load times faster and reduce pop-in on the field.

If you get the physical copy, these packs let you cut to a certain extent the loads times in the game, they are not required
