Since when did Obama care about Congress and the checks-and-balance system of the US government?  Usually he ignores it in favor of taking executive action to further his goals.  Obviously he doesn't REALLY want to confront ISIS head-on, and is only trying to bluff the Republicans in Congress in calling for boots on the ground... hence why we're sending a mere 50 spec ops members over there.

Congress doesn't decide when to send in troops. Congress can approve an act of war but Obama doesn't need congressional approval to use military force against insurgents. 

Obama is more than happy to inflame racial tensions in the US though as it fits his agenda of destroying white middle-class America.

US doesn't care about ISIS, they care about regime change. That's why the Republican's aren't pushing him on going to ISIS like they have been pushing for every other war in the middle east. When they were fucking up Syria destablizing the state inviting ISIS in, and provided "Freedom fighting rebels" cough cough ISIS recruits cough weapons, Republicans and Obama were on the same page lol.

You can lump the Republicans into this all you want, but Obama and Hillary were the ones who put their chips all-in on the "Arab Spring" of 2011, of which the current conflict in Syria was a major part of, along with the regime changes in Libya and Eqypt and other countries.  Libya is now a failed state that's become a magnet for Islamic extremists, and Egypt went from being briefly ruled by the Muslim Brotherhood to back to being controlled by its own military forces. And it wasn't until after the events of the Arab Spring that ISIL / ISIS emerged as the growing force and threat they currently pose in the Middle East.

But thankfully we have our fearless leader Obama to draw imaginary red lines in the sand that will be met with the force of a paper tiger of crossed.
