Unless your just sitting in the same spot for several minutes not pressing any buttons then yes.
Why even give people tha ability to kill teammates if you get banned for it.

it becomes part of the experience, that you also always need to be aware of your teammates.

Exactly. You have to be aware of what's going on around you. You can't just throw random grenades or shoot your rocket launcher willy-nilly. It makes people think a little more before they do something and this ultimately gives the better players (and teams) an advantage.
