TLoU was better at 60fps on PS4 and would have been better with lower graphics and 60fps on the PS3, so yes. Saying that any game is better at 30fps is flat out wrong.

Definitely not even close to that good. Just the gold standard from a technical POV. MGSV has its priorities totally in check when it comes to what matters.
It is impressive to see an open-world game without any issues and run smooth. However, compared to other open-world games, it doesn't have much going for it in terms of optional content. Besides they spent $180 million on the game if the rumors are true.

No, it's subjective. If you were linearly comparing 30fps to 60fps then sure, but you can't place a universal value on that difference versus every other potential difference that can manifest as a result of doubling your render budget. Heck, in some instances you could even argue in favor of both 30fps and lowered graphics in favor of an absolute focus on content creation, or simply because you're a small developer with a limited budget.
I usually value IQ over both graphics and frame-rate on console games. Am i 'flat out wrong'? No, it's simply an opinion built upon my personal experiences. I think the huge variety of different technical priorities we see from developers is great. I have preferences, but i'd never claim everyone not doing it my way is wrong.

If MGSV is setting a standard, then I hope that standard doesn't include canning one of the most influential figures in gaming to make sexualized slot machines.

First of all I honestly thing Open World is overrated.

Third of all: Kojima always pulls out the potential of consoles. Its great since MGS is so big WW it takes away the excuses of Ubisoft and other Dev/Pubs. Ironically, its a "Konami" game

Kojima made MGS, Konami just published it, because even if they are insane, its still not enough to abandon a money maker

When cost go up and revenew goes down, they make giant cuts, fire a bunch of people, and drops all sorts of projects that's not a good sign.
