I think it looks good on 3ds too. I just don´t like playing on portables, specially jrpgs that I play for long hours.
To me PS4 version looks like a dream.

For 3DS: Dragon Quest VII, Dragon Quest VIII, Dragon Quest X, DQ Monsters Terry's Wonderland 3D, DQ Monsters 2 and Theatrythm Dragon Quest.

For Wii U: Dragon Quest X.

None have been localized yet but there are talks of VII and VIII coming over, and I imagine Theatrhythm could.
