no No NO NO NO NOOOOOOOOO! Bbbbbbut Phil Spencer said the deal was like DR3 and Ryse which 100% proved to everyone with half a brain that RoTR would never come to PS4. Of course everyone with a whole brain, except for those in desperate denial, always knew different.

Yes and no. Sony has "negotiated" already existing DLC to be included in the PS version of a late port (See Mass Effect 2 for an example). But as far as I know Sony has not insisted the developer make entirely new content for a late PS port. Perhaps some superficial stuff, like a PS exclusive skin of some sort, but not actual meaningful game content. The Mass Effect motion comic was not meaningful game content. It was essential backstory, with some minimal player choices thrown in.

This joke could make sense if PC release same time with PS4, but since it's early than PS4, that means it just super late beat test for PC.

Over analysing the joke a bit I think. It's a funny joke if you take it for what it is.
