It can mean many things, but at the core of it, they sign the cheques and market the game. They don't have to do anything to help with development as long as CD don't screw up (in which case they either help or stop the money flowing).

The difference in this case is there was already a publisher who had the funds to publish the game on all consoles at the same time.

MS offered to publish/pay for the Xbox versions but in return for having a timed exclusivity period (which makes sense for them, why bother publishing the Xbox versions if SE will publish the same game on other platforms).

So, they effectively are paying to delay it on the other platforms.

In denial about what exactly? I'm well aware that Sony moneyhatted SFV and FF VII Remake, just like MS moneyhatted Rise of the Tomb Raider and Titanfall. This joke could make sense if PC release same time with PS4, but since it's early than PS4, that means it just super late beat test for PC.

And a year is a long time. PS4 will probably never see the base game, I would bet all platforms just get a GOTY edition in late 2016.

I think its the other way around... most people though the game would release Q1 2016 on PS4. If I was Microsoft, I would want every one to know this is a year long console exclusive.
