Yeah, this is an open world game. Not only is 60 FPS not even a necessity, but it would be a chore to pull off. 30 FPS shouldn't be a surprise to anybody. I find the better news to be that they're going to try to work with Sony to bring mod support to the PS4 version. That would be pretty cool.

So here's a serious question I have that branches off of this, which I welcome anyone to answer. By the end of the generation, do you think we will have an ambitious open world game like Fallout running at 1080p 60fps?

No. We'll have them running at 1080p and 60 FPS but with better graphics instead. I wonder when devs will understand that 60 FPS is probably easier to achieve than creating higher quality assets. That is, I suggest 60 FPS could reduce development costs and time.
