It will be on PS4 and PC I think. If SE are supporting the PS4 more and more because of hardware and software sales, it would make sense to skip X1 given the paltry JRPG sales on the system so far.

They aren't. They just don't see PC as a competitor so they don't care about money-blocking it, probably because software sales on PC aren't nothing to write home about. MS and Nintendo are different things, so you can assume that NX is also out.
However, FF7 R trailled ended with "Play first on Playstation". I think it's a timed exclusive.

Maybe these companies are allowing the games to go on PC because they realize there isn't nearly as much overlap in the markets as some people would like to believe?

It isn't. It's a matter of common sense. Even titles that are funded by them (Shenmue) end up on PS4 and PC. That means that software sales on PC aren't sufficient to make them feel threatened, so they won't block it. They are worried only with Nintendo and MS.
If it was a threat, they would have more condition to know then we do and surely would use dirty tatics to fight against it. Currently, they aren't even worried.

Shenmue is on pc so it gets funded more on kickstarter
