They didn't rip off Ellen Page's likeness, though. She was originally designed after Page when she was going to do the voice acting for Ellie in TLoU. They actually changed it from its original design to make it look less like her when she left.

Despicable human cloners.

That picture of Ellie looks nothing like Ellen.
It's just because it's rare you have a white female lead in a video game, across the space of a few months we had two.
Jodie was mostly based on the likeness of Ellen, even apparently her personality (minus sexuality preferences).
So people had to find a couple of pictures of Ellen with mega makeup and her head being in a similar position, and suddenly two white girls look alike.
