I do care about 60fps, but i never understood why it was even considered for a game like Uncharted. Focusing on pushing the game's tech, whether that be for better visuals, making the world more open, or making it more dynamic, (or all of the above, as seems to be the actual case) makes much more sense for UC4 than extra precision/smoothness (at last in my opinion).
I was personally expecting them to settle on a variable, but i suppose the end result of a lock will be functionally the same.

I would say 30fps is functionally superior if the variable 60fps sees frequent drops substantially below 60fps. If you're only looking at occasional drops to the mid 50s and no screen tgearing then a variable 60fps would be the bestter option.
I'm quite interested in the "looks more cinematic" statements. In some ways it could be legit, but perhaops not in the way PR folks have been framing it. A cinematic experience is one where picture quality is consistent, exactly the same frame rate from start to finish and every frame being of equal visual quality, no tearing, no loss of focus or detail. If one said 30fps is better for X game because it gives a better cinemastic experience from that sort of consistency of performance metric then I think it's a legit thing to say. And for games like UC with a very much adventure movie vibe that sort of cinematic quality is something for which to aim.
