Remember that Shenmue had extra development costs because it was developed for saturn before they moved it to the Dreamcast. All tools had to be developed from scratch twice.

This one is developed in Unreal engine 4. All the tools are developed and i dont expect it to be a looker AAA style. So, i am sure they can make a huge game with less than 10m. If Sony is helping as expected, even better.

To be honest, the kickstarter is most likely used to buy capital, pay the rent and the power bill, and pay the salaries of employees for the first year. They probably will take a loan either from a bank, venture capital or a publisher to the fund the rest.

SPECULATION:
I don't think Sony is GIVING money for games like SF5, Shenmue III, and FFVII anymore. I think they essentially loan the money to the studio interest free (or extremely low interest) based on a projected budget that gets paid back form the developer's share of the revenue. Its likely they reduce the platform license fee on these games too.

By allowing a game to launch on PC -- it lowers the risk and allows the company to pay Sony back. It also bribes PC master race wannabe hackers so they DDOS someone else.



I'm sure Sony is co-funding along with the funds from the kickstarter in exchange for console exclusivity.
