I have nothing good to say about this.
It took main stage at Sony conference E3... You should not be paying to get the game made, Sony should.
Hopefully this game comes out before the PS5 is released.

If it's because Sony had to fund for the The Last Guardian and time exclusivity for FF7, then I think they made the right call and have a good excuse.

They're most likely using kickstarter to see if there is a demand for it, and if it's successful then it gets fully funded by Sony.

That is what I think they're doing.
