I say it's not a game because so far it's not a game. I can also say there is no dinosaur in my room with full confidence. Maybe there is one and i didn't see it, but i can say that with what i know about my room so far, there is no dinosaur in it.

Im of a similar opinion of you, their gigatons like they are called on the internet were an already anounced game that became vaporware 6 years ago, a remake and a kickstarter, I expected new games and got very little of them
