Why should he think about that? It's prefectly legal in Spain, hell it's pretty much a tourist attraction. Or would it be considered offensive if he said he was going to see Big Ben while on a trip to London as well?

Yes it's legal in some parts of Spain, that doesn't change that many people find it horrible that animals get slowly killed "just for fun" and that doesn't change that it's not allowed in many other countries because it's considered to be animal abuse. It's even banned in some parts of Spain, so even in that country there are some who don't accept it.
It's like saying "taking cocaine in country z is allowed, why shouldn't a MS guy with a high position tweet about him consuming it?". He can take as much cocaine as he wants, posting about it would be still dumb.
There is stuff you simply shouldn't talk about as someone with a high position even if you don't find it bad and even if it's totally accepted ins some countries.
What do you think why he deleted it? What do you think why he wouldn't delete a post that he is in London looking at the Big Ben but he deleted this? Many people weren't really happy about his tweet and they told him so. Maybe he deleted it because of that or because he had to delete it but fact is, he deleted it because it was considered to be a not so smart tweet in his position.
As someone with such a position you can't be that stupid not to know that tweeting about enjoying something illegal in many countries is not very smart.
Same if he would watch some cockfight, dogfight or whatever, it may be legal in the country he is but it's illegal on many other places which means many people are strictly against it and condemn people who enjoy it.
