There is the evidence that GamesRadar has no clue to what is a racing sim, calling Project CARS a racing sim & worst a "landmark for racing sims" is just plain ignorance, which turns into incompetence when you are running a gaming website & are supposed to know what you are talking about!
But then again, the next sentence sheds an uncompromising light to the caliber of person working, writting & reviewing at GamesRadar & what criteria are taken into account when labeling a game: they can tell you if the game is a sim or not (good or bad) just by judging the graphics quality, so there you go, a racing game by GamesRadar standarts is considered a simulator if the graphics a realistic!!!! :O
