They think that their games run 100% time at 60fps when usually it's far from being the case as there are almost always minimun fps drops under 60fps but they fail to notice them and compare those subjective findings to console frame rate stress videos where only the worst moments are shown on the video.

Nice generalisation ya got there, I'd imagine fraps or Steam FPS counter is something that doesn't exist or FPS commands that some PC games offer, nope, apparently PC gamers don't check these sort of things but when it comes to consoles it;s already checked, decked and fine.
So you're basically saying that all PC games hardly reach 60fps going by your "usually far from the case", got any evidence to back that up?, have you checked with millions of PC gamers recently and charted up a board instead of just being super simple and going for ye old Steam database?.
