Any one remake isn't going to make much of a difference, unless they go well beyond basic remaking. That includes FF VII, SM64 HD/OoT HD, RE3N HD, and any other on such a list.
An exclusive new game in a regular franchise isn't going to do it, either - Metal Gear's best game on any one platform, ever, barely broke the 6 million mark. The best sales of a Star Wars game (other than LEGO) didn't even break 4 million, and that was on the PS2. Crash Bandicoot did OK on the big-selling systems, like the original PS, but it's no blockbuster.
Which really only leaves two existing-IP options from the poll - GTA VI and Pokemon. Any franchise that can sell of the order of 20 million has the chance to make a real mark.
In fact, I'd probably go with GTA VI, in a situation where Nintendo and Rockstar partner for development, taking some inspiration from the original concept of Watch_Dogs (but not the final product). Take Rockstar's stellar GTA development skill, then add in Nintendo's ability to make absolute fun and their knowledge of their hardware, introduce an element of a high-tech criminal using hacking capabilities as well as the more traditional GTA gameplay, and you could be on to a true winner. Indeed, I'd probably suggest having Monolith Soft be part of the development team, too.
In theory, I'd rather them develop a new IP so that the player doesn't have to be a criminal, and instead makes multiple pathways through the game... but then it wouldn't be GTA, and the name and existing gameplay concepts are certainly factors in the ability for the franchise to do exceptionally well, and the new IP would be quite a risk, and even in the best case, probably wouldn't do any better than the GTA VI idea I mentioned. As such, while I'd personally prefer such a new IP, the better choice for absolute impact on Wii U sales is GTA VI.
A Pokemon MMO would probably bring in a lot of money... but I don't think it would have nearly as much impact across the board, because while there would be people paying subscriptions and playing the game a LOT, it probably wouldn't have nearly as much breadth of people playing it, especially since a lot of people would refuse to play it for being too "kiddy" (sad that they think this way, but they do). A regular Pokemon RPG would have slightly better impact, but I think Nintendo is right in asserting that Pokemon is best on handhelds (not that I don't want a Wii U pokemon RPG - I just recognise that it would be the "spinoff" to the handheld games).
All of that being said, a new IP would have the most potential. But what that new IP should look like is anyone's guess. An Amiibo-focused game probably would do somewhat better than the existing NFC-toy game franchises, but I don't see it being game-changing.
