Welll, i read some reviews and it seems RAD actually went even "more cinematic" than those games. There is very little exploration or interaction with the world, outside of what you need to do. They say it is a movie where from time to time they are going to ask you to press a button and the actual shooting is boring and gets repetitive very fast.
What really impressed me (the wrong way) is the black bars on top and down of the screen. Some reviewers are saying the black bars can really blind you from the action when you take cover, mainly when you are on higher ground. They are using this as a primary example of how RAD choose to hinder gameplay in favor of cinematic experience.
The overall length of the cut-scenes looks like a thorny subject too, as some claim there are over 3 hours of cinematic (what is a lot on a 7 hours game). This could explain the 5 year dev, since cinematics can take a long time to make.
That said, everyone is saying the order is very beautiful. It is just not a "game", or at least shouldn't be.
