I think most consoles are being a bit undertracked, when sony announced the ps4 sold 18.5m. I believe vgchartz had it at 18.2m. Someone correct me if I'm wrong.

Its not massively undertracked in NA. We dont have official numbers, that said its undertracked in the US by around 200k (including Jan figures which im gonna say its undertracked by 10k-30k)

That said, Its most likely overtracked in France going by 2014 figures. Point is we have no idea, other than 11.2mil Maxed shipped by 2015. (depending on wat psp shipped)
