ioi anwered this in another thread: when he knows reliably enough where the missing sales numbers should be allocated, he won't just spread them across all the regions until then

Well we got france numbers on HHs in 2014. VGC has vita+3ds at 902k while official numbers put it at 848k. Of course it could and most likely is 3ds being overtracked by 50k-80k but that just means vita didnt sell as much in France.

This only goes for 1 country in Europe, but it is one of the 3 biggest there (for HW Sales)
