I'm 90% certain VGC doesn't track PS TV in the USA, judging by the fact that sales actually decreased 2% for the week it released. And no notable sales bumps since then.
For reference, it sold about 39k in October + November according to NPD.
Since I believe European numbers are based on US numbers for tracking, I'm guessing it might not be tracked in PAL regions either? Though we did get a 14% increase the week of release in Europe, so maybe not.
So there, at least, is some of the tracking discrepancies. On top of the undertracking in December NPD, we're beginning to get a bit of a better picture.
I'm actually a little too tired to check the numbers that you're posting in the OP right now, so I'm just trusting them to be true. In which case: good, I'm glad to hear it.
Vita is still a disaster for Sony; a misguided product that has objectively failed for them. But I love mine. And hearing that it's done a little better than expected, even just in the context of that it was being undertracked here, is very nice to hear.
