Nah man. It's setting up an infrastructure for the next handheld. If the next unified platform uses a variation of the Wii U's architecture, it makes sense to put those VC games on the that instead of the 3DS.
Gamecube titles can be run nativly on Wii U, in Wii mode. Now Wii U can run wii titles without Wii mode, so Gamecube titles also can be run.
I'd say that both N64 and GC games will appear on the VC sometime in the near future!

There's maybe 5 or 6 worthwhile N64 titles, but I can't even think of a single game on GameCube I would want to play.
I describe myself as a little dose of toxic masculinity.
F-Zero GX, Wave Race Blue Storm, actually Twilight Princess, Metroid Prime 1 and 2 as well as Pikmin, because for me Wiimote absolutely sucks (and makes real Off-TV impossible) and other games. There's a ton of GC games i'd love to see on Wii U. Though some of them will never be released on VC due to bankrupt dev/publisher, expired licenses and so on. Or just because the publisher shows no interest.

There's no simple solution for simulating the GameCube's analogue shoulder buttons on a Wii U controller, so I don't see it happening. The controls simply aren't compatible and it would be silly to require you to have an adapter to play Virtual Console games.
N64 games are just a matter of time though.

1. It was Nintendo that didn't go for analogue triggers on Wii U
2. Not every GC game actually uses the shoulder buttons analogue
So this is Nintendos own failure and at the same time no excuse to bring zero GC games.
