Only looking at the title of the thread makes it easy to figure out the topic starter -- spurgeonryan is a master of pointless, lazy made topics worded in the most imbecile and ignorant way possible :D Though most likely he's never serious about anything he posts over here.
On the topic. They kinda did -- one way to describe current world order is we have colonial taxation system in place that de-facto pays the bills of the main beneficiaries at the expense of the others, in other words a more elaborate way of looting compared to the practices of the British Empire. Of course, it was never global to full extent, and not only because of the existence of the USSR et al. (looting the ex-Eastern bloc countries has helped to extend the life of the system by a decade or two), but the very fact that national economies even exists.
Today the US are political, economical and moral bankrupt, but even though that seems like a long shot there're chances of reinstalling the colonial system on the new grounds, but that'd mean sacrifice the great deal of the national economies, the US included, for the sake of the new world order.
