I don't think people make fun of North Korea for things much to do with the past tense. Not like there's much difference between past and present tense when it comes to North Korea anyway. Countries and their people and leaders are made fun of all the time. It's called comedy, and any good comedy doesn't discriminate (a word that has a very different meaning than usual when it comes to comedy).
