Pagan Min never really considered Ajay Ghale to be an enemy to begin with. It's not that he won't fight back, it's that he selectively chooses who he'll engage with and Ajay Ghale isn't one of them.
Pagan was on the more polite side alright but even then it made things all that much more interesting and if you've seen the alternate ending, he also has a not so bad side to him as well.
