what does PAL mean?

Phase Alternating Line, its the television broadcast format used in this region, the same as large parts of Europe and the UK. The US uses NTSC, and France and some other French loving countries in Africa uses SECAM. Doesn't mean much now that analogue television has been turned off, but the terminology has remained to note the asia/pacific and European regions for gaming.

Looks like there is a lot of interest though, which is good.

The reason is that 3ds hasn't reached the point of complete market saturation in USA/EU!Probably they will have got rid of the stock by the end of the year or in the first month of 2015!
