If Xbone only outsold the PS4 the last three weeks after the 1m announce then you can be sure PS4 number is around 1.4m.
1.4m UK
1m Germany
Seems right.
I'm just curious about the others countries.

i doubt that ps4 is undertracked in uk. Vgc seems that it tracks pretty well there!Let me remind you that vgc had ps4 at 1m before sony uk announced that they sold 1m. Also mcv uk had said that ps4+xbone was at 1.8m as of 27th September(vgc had ps4 at 1.1 and xbone before the adjustment down by 70k,at 797k)!Vgc undertracked xbone in October,as for ps4 i don t think it s undertracked in UK.:P

There's nothing to doubt here, simple logic dictates that the PS4 has to be undertracked in the UK. At the time of the 1 million PS4 announcement in the UK it was said that the X1 had about 2/3 of that so about 660k.
That was the Destiny week so 9 weeks earlier, this article says that the X1 has outsold the PS4 in the UK for the last 3 weeks, meaning that for the other 6 weeks the PS4 has outsold the X1 and thus build up its lead over the system.
So what this tells us is that the lead of the PS4 was about 340k in September, then it grew for six more weeks, then it became smaller for 3 weeks at the end of which the X1 crossed the 1 million mark. The PS4 not being undertracked would mean that the gap in the UK has shrunk to about 250k (assuming vgchartz shows the PS4 at 1.25m at the 15th) in 3 weeks basically, do you see how that is unrealistic?
