I much rather Nintendo focus on creating new content for us to play on the Wii U. There is no easy way to port over handheld games. GBA games available on virtual console are there because developers took the time scale the handheld games up to a regular sized television. It's not an easy 1 to 1 conversion and takes up man hours. 3DS and DS games have even greater challenges in this respect because they need to be converted and sized for television and gamepad controller inputs.

My main point being is that people often severely underestimate the resources needed to make things like this happen. The $$$ spent on man hours, development, re-marketing does not justify this as a viable strategy.I wouldn't be surprised if Nintendo released a few 3DS games eventually on the Wii U platform but just don't expect to see anywhere close to the full library.
