It seems you don't really need any of them. Since you have a Wii U, try getting Xenoblade Chronicles there.
I managed to find a copy when i was in San Franisco, incredible game.
If i were you i wouldn't buy the N3DS until a good advantage pops up. I am going to buy the N3DS, but i will do so just because my XL is the Zelda Edition and i want to preserve it.

Already own XBC, I have a save 60ish hours in that I never finished. I want it on N3DS because Im likely to finish such a long game on a handheld.

I say honestly wait, from what you described, and from what I have seen. You are not sold on the key franchises of Xbox. You are not sold on the New 3DS just yet either.
You will have buyer remorse I believe with either namely the Xbox.
Plus I have a rule of 5 titles to purchase a console, you named really only 3 (didn't count tomb raider).

Bro, your bias is showing.

Bet with Xander XT:
I can beat more games on his 3DS than he can on my PSVita in a month. Loser has to buy the winner a game on his/her handheld Guess who won? http://gamrconnect.vgchartz.com/thread.php?id=193531
Me!
I agree with those saying you should wait on both until they seem truly worth it. You can use all that money on a truckload of games for your other systems
.
Wait. Get an Xbone if a really good deal pops up.
You already have a 3DS so there's no point in getting a new one right now unless you really value the improved 3D.

If you have a PC from the last 5 years or so with an i3, i5, Phenom II, or something like that in it, maybe spend a couple hundred on a midrange GPU? A gaming PC makes a fantastic companion to consoles. You can grab a cheap 360 USB controller and have a blast with it. A good number of Xbox games show up on PC anyway like Titanfall, Dead Rising 3, Ryse, etc. It's a better value for now imho, and with the way these gen8 consoles are built, you'll see them at much lower prices and probably redesigns anywhere between holiday 2015 to 2016.
That's my take. Not a 'master gaming race' lunatic, but rather someone who sees the value in spreading it around. oh, and if you have a library of Wii and possibly Gamecube discs, playing them on the PC using Dolphin is pretty awesome.

Neither. Better wait for Nintendo Fusion this 2016

Prediction: No Zelda HD for Wii U, quietly moved to the succesor
Predictions for Nintendo NX and Mobile

In my opinion people that already own a 3DS (let alone 2) shouldn't even consider a New 3DS, since I think that that thing is just a giant "fuck you" from Nintendo to its current 3DS user base, so by default I'm obliged to tell you to get an X1, or just save the money and get something else.
